Under the Heritage New Zealand Pouhere Taonga Act 2014 any site tied to pre-1900 human activity is an archaeological site. Wellington's early harbour reclamations and Te Aro yard tips are almost all pre-1900 and protected, so digging, damaging or modifying them without an archaeological authority from Heritage NZ is an offence on public or private land. Post-1900 fill still needs landowner permission; Maori sites and taonga must never be disturbed and found taonga reported.
