Under the Heritage New Zealand Pouhere Taonga Act 2014 any site linked to pre-1900 human activity is an archaeological site. Napier's pre-1900 port and town dumps are protected, so digging, damaging or modifying them without an archaeological authority from Heritage NZ is an offence on public or private land. Post-1900 deposits still require the landowner's permission. Maori sites and taonga must never be disturbed and any taonga found must be reported.
