Lake and reservoir beds may be state owned below the ordinary high-water mark, where removing historic artifacts is restricted. Stream-access law allows recreational use of the water up to the high-water mark but does not authorize digging or artifact removal. The shoreline lots and townsite uplands are usually private, so get the landowner's permission. On any federal land the Archaeological Resources Protection Act bars disturbing sites over 100 years old without a permit.
