Under the Massachusetts colonial ordinance the shoreowner's title reaches to the low-tide line, so much of Plymouth's intertidal zone is private and needs permission. The beds of the navigable harbor and of Great Ponds are public trust where removing historic artifacts is restricted. Townsite uplands are private, and state law protects archaeological sites and unmarked burials.
