In South Carolina the tidelands and harbor bottom below the ordinary high-water mark are state-owned public trust land, and submerged antiquities are state-protected, so removing historic artifacts from the tidal flats or harbor is restricted. The peninsula uplands and old lots are private and need the landowner's permission, and state law protects archaeological sites and unmarked burials.
