The wet-sand ocean beach is public under Oregon's Beach Bill, but historic and archaeological material found there is protected and must not be disturbed or removed. Beds of the bay and river below the ordinary high-water line are state-owned, where removing artifacts can violate state law. The old townsite uplands and waterfront lots are almost all private and require the landowner's permission.
